Track packaging EPR data per SKU and country, before a marketplace or a deadline asks

Updated · By Ecomsellertool editorial team

Short answer

Keep one record per seller and country for registration numbers, and one per SKU for packaging weight by material. A workflow multiplies weights by units sold, checks each number against what the marketplace asks for, and flags gaps before a deadline. Your team and advisers decide who is the producer and file the reports. This is not legal or tax advice.

  • Germany: ZSVR says the report to LUCID must match the report to your system operator, in kilograms to three decimal places (checked November 6, 2026).
  • Amazon says a LUCID number is DE plus 13 digits, validation can take up to five working days, and resubmitting a valid number can make listings inactive.
  • France: ADEME issues one UIN per EPR scheme, normally through your producer responsibility organization, and marketplaces take on producer status unless they hold proof of a seller's UIN.
  • UK: producers report packaging weight by material through GOV.UK's Report Packaging Data service; 2026 data is due April 1, 2027 for small producers.
  • Amazon.co.uk: Amazon reports and pays for sellers not established in the UK, then debits the fees plus £20 a year per category.
  • We do not register anyone or file reports. A complete status means the fields are filled in, nothing more.

The step map: who runs each step

Trigger: A new SKU or packaging change, a new country or marketplace, a monthly export of units sold per SKU and country, a rejected registration number, or a deadline coming up on the calendar.

Each step of the workflow in order, and whether a fixed rule, an AI model or a person runs it
StepWhat happensWho runs it
1Each packaging component of a SKU gets a row: material, weight in grams, packaging level, who supplies it, and the evidence for the weight, such as a supplier spec sheet or a scale reading.Rule
2Each seller and country gets a row: the registration number, the system operator or producer responsibility organization, any authorized representative, the status shown by each marketplace, and who is the producer of each packaging level.Rule
3Each month the workflow imports units sold and units shipped per SKU, country and channel, then multiplies them by the component weights to give kilograms per material.Rule
4It flags gaps: a SKU with no weights, a weight with no evidence, a country with sales and no number, a number in the wrong format, a status of Rejected, or an open adviser question.Rule
5It compares running totals with the thresholds and calendar your adviser has approved, and opens a task ahead of each date, grouped by cause rather than one alert per SKU.Rule
6A person checks the totals against supplier data and any marketplace report, then an adviser confirms who the producer is and which packaging counts.Person
7The workflow exports the approved figures per country in the format your system operator, scheme or file specification needs, and logs who approved them. A person submits them.Person

5 rule steps · 0 AI model steps · 2 person steps. A rule follows fixed logic you approve; an AI model handles messy input and its output is checked by rules; a person makes the calls listed below.

Person

What stays with a person

  • Deciding who is the producer of each packaging level in each country, including shipping boxes on Fulfillment by Amazon orders
  • Choosing a system operator, producer responsibility organization or compliance scheme, and appointing any authorized representative
  • Approving the weights and material classes, especially composites and anything your supplier could not document
  • Submitting registrations, volume reports and declarations, and paying fees
  • Submitting or replacing a registration number on a marketplace, so nothing resets a validation by accident
Tools

Which tools can run it

  • A shared spreadsheet with a components tab, a countries tab and a monthly units paste, for a small catalog
  • Your product information system or Shopify metafields for component weights, with a workflow checking for blanks
  • Zapier, Make or n8n to pull monthly exports, recalculate totals and open tasks ahead of each date
  • Custom code on your accounts for large catalogs, kits, many countries and a full approval log

Systems it connects

  • Product master record or product information system
  • Amazon Seller Central reports and Account Health
  • Shopify orders and Markets
  • 3PL or warehouse shipment data
  • Supplier packaging spec sheets
  • Task tracker and adviser calendar

The arithmetic is simple. The work is collecting packaging weights per component from suppliers and mapping kits and multipacks to them.

A brand sells the same candle in Germany, France and the UK. Then Amazon rejects a number, or an adviser asks for last year's cardboard weight, and the answer is spread across supplier emails and three spreadsheets. This recipe is the record that fixes that. It holds which numbers you have per country, what your packaging weighs per SKU, and what is missing before a date arrives. It is not legal or tax advice. We do not register anyone or file anything; that stays with you and your advisers. It is one page of our automation library.

Whether the rules apply to you is covered in our Amazon.de guide and Amazon UK guide, so this page does not repeat it. Product safety data sits in a separate GPSR listing tracker. This page is the packaging data behind the reports.

What does each country ask for, and who decides what?

Use this table to set up the tracker today. Each row is one obligation or marketplace check, where its data usually lives, the check a workflow can run, and the decision that stays with a person. The facts were checked on November 6, 2026 on the pages linked below the table. Rules change, so treat the table as a starting list for your adviser.

Germany. ZSVR says the exact same report must go to your system operator and to LUCID, in kilograms to the third decimal. Its fact sheet says this applies even when the volume is zero. Its online retailer page says marketplaces must obtain and verify your LUCID registration and a self-certification, or the goods may not be offered. Since August 12, 2026, ZSVR says a company with no German branch that sells packaged goods directly to German end users must appoint an authorized representative. The representative takes on your reports, but LUCID registration stays with you.

France. ADEME says one UIN is issued per scheme, normally through the organization you join, and that producers with a website must display it. It also says a marketplace has producer status for third-party goods unless it holds proof of the seller's UIN, which explains why marketplaces ask. For household packaging and graphic paper, ADEME lists three approved organizations: Adelphe, Citeo and Léko. Citeo's 2026 rate guide sets the declaration type by consumer sales units. We read only Citeo's guide, so confirm the fields with your own organization.

UK. GOV.UK sets out who is a producer, and our UK guide summarizes it. A small producer collects activity, class, material and kilograms. The file specification asks for weights as whole numbers in kilograms, so the same weight sheet needs different rounding for each country. Amazon says it uses your seller verification addresses to work out your UK establishment for packaging.

How do you calculate packaging weight by material per SKU?

Weigh or document each component once, then let units do the rest. Here is a worked example with made-up numbers. It is illustrative only, and it is not a client result or a real product.

Kilograms of a material in a country = component weight in grams × units in that country ÷ 1,000

An example brand has two SKUs, and each order holds one unit:

ComponentMaterialWeight per unit
SKU A, candle: jarGlass180 g
SKU A, candle: lidSteel22 g
SKU A, candle: label and sleevePaper or card6 g
SKU B, serum: bottle and pumpPlastic38 g
SKU B, serum: cartonPaper or card24 g
Shipping box, if you ship the order yourselfPaper or card60 g
Shipping tape, if you ship the order yourselfPlastic4 g

Units sold in the year, again made up: Germany 4,000 of A and 6,000 of B; France 2,500 and 3,500; the UK 3,000 and 5,000. The result, in kilograms:

Total if you ship every order yourself1,8441,1211,446

As a check, glass in Germany is 180 g × 4,000 ÷ 1,000 = 720 kg. Those same totals then answer the next questions:

  • Germany. At about 1.8 tonnes, this brand sits under the 10-tonne line for a single bundled year-end report, and far under the declaration of completeness thresholds of 80 tonnes of glass, 50 of paper and 30 of lightweight packaging.
  • France. Citeo's guide counts the product packaging and a shipping box as separate sales units. So 6,000 units shipped in their own boxes would count as 12,000 sales units, which moves this brand from under 10,000 to the 10,000 to 500,000 band, and that band has a different declaration type.
  • UK. At about 1.4 tonnes, this is well under GOV.UK's 25-tonne line. The real test uses all the packaging the business supplied or imported in the UK, plus turnover, so an adviser should still confirm it.

Who counts as the producer of the shipping box?

This single question changes the numbers above, so the tracker gives it a column per country and channel. Do not settle it with a formula. Amazon's own pages read differently. Its Germany page says you are considered the producer for FBA packaging used to ship your products, and it offers EPR category reports with those amounts. Its EU packaging regulation page says Amazon handles EPR for the outer packaging it adds on FBA orders, while you stay responsible for product packaging. Get an adviser's answer in writing, store it with a date, and recheck it when Amazon updates either page.

Use Amazon's reports as a cross-check rather than a source of record. Amazon calls its secondary packaging forecasts indicative, and it says its primary packaging figures are an estimate. If your totals and Amazon's differ by more than a margin you choose, the workflow opens a task. A person works out which is wrong, and that often shows up a SKU with an old weight.

What does a marketplace check, and what breaks it?

Amazon's pages describe specific failures that a tracker can prevent. For Germany, a LUCID number is DE plus 13 digits, it can take up to 72 hours to appear on the register, and Amazon validates it against your VAT number, tax reference or legal name within five working days. Amazon also warns that submitting a valid number again resets validation and can make listings inactive. Reactivating listings afterward is a manual step. So the workflow should read statuses and never resubmit a number on its own. The same page lists which packaging needs a system contract.

For France, Amazon says it must confirm your numbers, and it enrolls you in EPR Pay on Behalf if you have no valid number for packaging by December 31. Its EU regulation page says all sellers must provide a number in each country, even when using Pay on Behalf where it is offered. Those two statements do not line up neatly, so check your Account Health view and ask your adviser. That page also says duties follow where consumers are, so Pan-EU stock can add a country to your list, and that each EU country needs its own number.

For the UK, Amazon says it reports and pays for sellers not established in the UK, then debits the eco-contributions. Its forum announcement sets the service fee at £20 a year per category, and a later notice keeps that amount, charged within 30 days of enrollment from September 2026. Your tracker should note which sales Amazon covers, because your own website and other channels are not part of that.

Which dates should the tracker hold?

These are the dates we read today, so have your adviser confirm them and add yours. The workflow opens a task ahead of each one, with the gaps listed.

One more UK item belongs on the list. GOV.UK's RPS 330 is headed "Applies to England" and delays nation data collection until January 1, 2028, under conditions. Ask your adviser how it affects you, especially outside England. GOV.UK also says to keep the required data for 7 years, so the tracker should keep old weight versions rather than overwrite them.

What should stay with a person?

Rules can see an empty field, a Rejected status, a total that moved or a date getting close. They cannot tell who the producer is, whether a composite is classed correctly, or whether your packaging falls under a contract. A person should sign every contract, approve every weight and submit every report. An adviser should answer the producer question for each country. Treat a green status as "the data is here and adds up", never as "we have met the rule". The value of the tracker is that those people work from one record and only see real gaps.

Put the weight fields into your new SKU setup, so a product does not launch without them. Add a recheck whenever packaging changes, because a new box affects every country that SKU sells in.

Who builds a packaging EPR tracker for an ecommerce brand?

Ecomsellertool builds the data and workflow layer for trackers like this, on your own accounts, and we have built on Amazon's seller APIs since 2017. We start with your packaging list, your channels and your adviser's calendar, then build the records, totals and task queue. Registration and filing stay with you. Send a project brief below, or read how our workflow automation service works.

None of our case studies is an EPR project, so here is the nearest shipped work, and why it applies:

  • Kits and components. For Cheddy we built stock management where kits, multipacks and single-pack ASINs had to map to warehouse components. A packaging weight sheet has the same shape: one kit, several components.
  • Units per marketplace. For Beezboard we built sales analytics on units sold and profit and loss statements tailored to specific marketplaces. Those per-channel numbers are the input a weight calculation needs.

You keep your accounts, your data and the custom code we build; the Growth OS base is licensed to you.

Frequently asked questions

What data do I need to track packaging EPR across Germany, France and the UK?

Per SKU, keep each packaging component with its material and weight, plus who supplies it. Per country, keep units sold and shipped, your registration number, your system operator or producer responsibility organization, any authorized representative and each marketplace's status. Then weights times units gives kilograms per material for each country. Your adviser confirms which of those packaging levels you are responsible for.

Does this tracker mean I have met my packaging EPR duties?

No. It shows what is missing, adds up weights and keeps the evidence together. Registration, contracts, reports, fees and legal decisions stay with you and your advisers. A complete status means the fields are filled in, not that the law is satisfied. This is not legal or tax advice.

What does Amazon ask for on packaging EPR in Germany and France?

For Germany, Amazon asks you to submit your LUCID number in Account Health and validates it with ZSVR. For France, it asks for your EPR registration number for each applicable category, also in Account Health, and shows a status of Approved or Rejected. Rejection reasons include a number not found, an expired number or a name that does not match.

Who is responsible for the shipping box on FBA orders?

Check this with an adviser, because Amazon's help pages read differently. Its Germany page says you are considered the producer for FBA packaging used to ship your products. Its page on the EU packaging regulation says Amazon handles EPR for the outer packaging it adds on FBA orders. Record the answer per country, and recheck it when Amazon updates its pages.

Do I have to register for UK packaging EPR if I sell on Amazon.co.uk from the US?

It depends on whether you are established in the UK. GOV.UK says a UK branch, warehouse or postal address can count. Amazon says it reports and pays for sellers who are not established in the UK and debits the fees. If you are established, thresholds on tonnage and turnover decide your duties. Our UK guide explains this, and an adviser should confirm it.

Can I estimate packaging weights from a sample?

The official pages we read do not settle this, so ask your system operator, scheme or adviser what evidence they accept. In practice, record where each weight came from, such as a supplier sheet or a scale reading, and the date. That way you can show your working and update the number when the packaging changes.
