Selling in the UAE: Amazon.ae, noon, business setup, VAT and logistics

Short answer

Brands based abroad can sell on Amazon.ae and noon, often without a UAE company: noon registers foreign companies as international sellers, and Amazon says a business outside the Middle East may not need one. Amazon.com sellers add a UAE account from the Sell Globally dashboard. The main obligation is 5% VAT: non-residents making taxable UAE supplies must register at any turnover unless someone else accounts for the tax, and noon's international seller registration requires a UAE VAT certificate. Fulfillment options include Amazon FBA, noon FBN or your own warehouse.

  • noon asks international sellers in the UAE for a UAE-issued VAT certificate regardless of turnover, a trade licence from outside the UAE and a passport; payouts go to a Payoneer or Lian Lian account.
  • Amazon.ae's FBA fee for a standard parcel up to 0.25 kg is 7.2 AED at a selling price of AED 25 or less and 9.2 AED above it; storage is 2 AED per cubic foot per month, before VAT.
  • Dubai charges 5% customs duty on the CIF value of most imports, and 5% import VAT applies to the customs value including freight, insurance and duty.
  • UAE corporate tax is 0% on taxable income up to AED 375,000 and 9% above it, for financial years starting on or after 1 June 2023.

Amazon.ae and noon both accept sellers based outside the UAE, and both run in English. The real work is choosing an entity, registering for VAT, clearing customs and keeping a distant stock pool full without eating margin.

Can you sell on Amazon UAE from another country?

Yes. With an Amazon.com Professional account ($39.99 a month plus selling fees) you can create a UAE account, a Saudi account or both from the Sell Globally dashboard, then cross-list with Build International Listings. Amazon calls the UAE store English-language, so US listings go live without translation.

Registering directly on Amazon.ae instead calls for a national ID such as an Emirates ID, a recent bank, card or utility statement, the owner's commercial registration (plus a power of attorney for a representative) and a bank account.

Amazon.ae fees, quoted before VAT:

  • Referral fee by category on the total price including shipping, usually with a 1 AED minimum: 7% for consumer electronics, 14% for toys, 15% for apparel.
  • FBA fulfillment: 7.2 AED per unit for a standard parcel up to 0.25 kg selling at AED 25 or less, 9.2 AED above that, up to 19.5 or 21.5 AED at 12 kg.
  • FBA storage: 2 AED per cubic foot per month, plus long-term fees after 365 days.
  • Selling plan: as of September 2026, the Amazon.ae Professional plan has no monthly fee, as a limited-time offer.

On noon, a UAE-registered company joins as a local seller and may register as non-VAT. A company registered elsewhere joins as an international seller with its trade licence, a passport and a UAE VAT certificate. See the noon page.

Do you need to register for VAT in the UAE?

If your stock sits in the UAE, probably yes. VAT is 5%. A UAE-resident business must register once taxable supplies and imports pass AED 375,000 over 12 months, and may register above AED 187,500. The Federal Tax Authority says that threshold does not apply to non-residents: they must register at any value once they make taxable supplies in the UAE, unless another person in the UAE is responsible for the VAT.

Where the goods sit at the point of sale decides the rule:

  • Imported first, then sold in the UAE. This is the FBA and FBN model; for stock held on the UAE mainland it counts as a local UAE supply. Warehouses in a Designated Zone fall under separate FTA guidance.
  • Sold while still abroad, then shipped in. The sale is outside UAE VAT, but the import attracts 5% import VAT, owed by whoever is named as importer on the customs declaration.

Corporate tax is separate: 0% on taxable income up to AED 375,000 and 9% above. Foreign entities that do business in the UAE on an ongoing or regular basis are in scope.

How do logistics and customs work for UAE orders?

Getting stock in. Most imports into Dubai pay 5% customs duty on the CIF value (cost, insurance and freight), then 5% import VAT on the customs value including duty. Before the first shipment, settle who acts as importer and whether it can account for that VAT on its return instead of paying before release.

Amazon.ae fulfillment.

  • FBA: Amazon stores, packs, ships and handles customer service. Only FBA carries the Prime badge, for qualifying listings.
  • Easy Ship: you store and pack, Amazon Logistics collects and delivers, and cash on delivery is supported. A standard parcel starts at 14 AED for the first 250 g.
  • Self-Ship: your own carriers, shipping prices and returns.

Can I sell on Amazon UAE from the US?

Yes. With an Amazon.com Professional account, which Amazon lists at $39.99 a month plus selling fees, you can open a UAE account from the Sell Globally dashboard and cross-list products with Build International Listings. Amazon says a business outside the Middle East may not need a UAE company, though forming one can help depending on your model.

Can I sell on Amazon UAE without a license?

It depends on how you register. Signing up directly on Amazon.ae calls for the owner's commercial registration, plus a power of attorney when a legal representative or account manager signs up on the owner's behalf. A brand based abroad may not need a UAE licence: it can register through Sell Globally with its home-country business, and Amazon says a business outside the Middle East may not need a UAE company.

Do foreign sellers need to register for VAT in the UAE?

Usually. The AED 375,000 threshold applies only to UAE residents; a non-resident making taxable supplies in the UAE must register at any value unless another person accounts for the VAT. noon's standard international seller registration asks for a UAE VAT certificate. Its India to UAE program is different: it is open to Indian sellers with a non-VAT-registered store who ship to UAE customers from warehouses in India.

Should I set up in a UAE free zone or on the mainland?

Ownership is no longer the main difference: free zone companies can be fully foreign-owned, and since a 2020 amendment to the federal Commercial Companies Law so can mainland companies in most sectors, except activities with a strategic impact. The real difference is market access and tax. Free zone corporate tax incentives depend on not doing business on the mainland, while a mainland licence gives unrestricted access to the UAE market. You can also start from your home entity and decide once UAE volume justifies a local company.

What duty applies to goods shipped into the UAE?

In Dubai, most goods pay 5% customs duty on the CIF value, then 5% import VAT on the customs value including duty. A VAT-registered importer that links its customs number to its tax registration can account for the import VAT on its return instead of paying it at the border.

Do UAE listings need to be in Arabic?

Not to go live. Amazon describes its UAE store as English-language, and noon requires approved English content with Arabic optional. noon warns that English-only SKUs may not appear on its Arabic site, so an Arabic title is worth adding.
