How international brands sell on noon in the UAE and Saudi Arabia, and what Egypt requires
Updated · Ecomsellertool
An international brand can sell on noon in the UAE and Saudi Arabia, but not Egypt, which only accepts Egypt-registered sellers. As a standard international seller you need a home-country trade license covering trading or manufacturing, a VAT registration certificate issued in the country you sell in, and the representative's passport, plus a Payoneer or Lian Lian account to receive payouts. You then list with English content, choose Fulfilled by noon (FBN) or Fulfilled by Partner (FBP), and pay a category referral fee plus fulfillment and storage fees.
- Standard international sellers need a VAT certificate from the UAE or Saudi Arabia to sell there; noon's India and China programs onboard sellers as non-VAT, and noon Egypt only accepts Egypt-registered sellers.
- From 10 September 2026, noon's FBN outbound fee for a standard parcel up to 0.25 kg is 7.2 AED (sale price up to 25 AED) or 9.2 AED (above 25 AED) in the UAE.
- noon's FBN monthly storage fee rises on 1 October 2026 to 1.75 AED per cubic foot in the UAE and 2.75 SAR in Saudi Arabia; stock aged over 365 days costs 25 AED or SAR per cubic foot.
- noon charges a category referral fee on each unit sold, its Saudi rate card sets a minimum of 1 SAR per item, and it quotes all its fees exclusive of VAT.
- noon issues seller statements every Wednesday; payouts to a bank account in a different currency from the marketplace wait until 1,000 AED or SAR has accumulated, versus 100 for local-currency accounts.
- English content is mandatory for noon UAE and Saudi listings and noon does not translate; English-only SKUs may be hidden from the Arabic site.
What noon requires
- Trade license from a company registered outside the destination country, covering trading, selling or manufacturing; noon rejects service-only licenses.
- For standard international sellers, a VAT registration certificate issued in the UAE for noon UAE, or in Saudi Arabia for noon KSA, regardless of turnover; noon's India and China programs are the exceptions.
- Passport of the business representative named on the trade license, or a power of attorney if someone else runs the account.
- For standard international sellers, Payoneer or Lian Lian account details on a signed, company-stamped authorization letter; optional at registration, but required before noon pays you.
- A barcode on every unit sold through FBN or FBP, unique to each SKU and variant; units without one are rejected at quality check.
- Approved English content for every UAE and Saudi SKU, with Arabic content advised; SKUs sold from the UAE into Saudi Arabia also need a 12-digit HS code and country of origin; GCC-lane SKUs need an HS code too.
- For Egypt, a company registered in Egypt, or an individual with an Egyptian Data Certificate, plus a tax card, so international brands start with the UAE and Saudi Arabia.
What we automate
- Catalog sync: one product record mapped to noon Partner SKUs with English and Arabic content, barcodes, HS codes and country of origin.
- Pricing from your landed cost with referral, FBN outbound and storage fees and VAT built in: the UAE price that noon converts for Saudi and GCC shoppers, and SAR prices if you run your own Saudi store.
- Stock sync across FBN, your own warehouse or 3PL for FBP, and your other marketplaces, so noon's available quantity tracks the units you actually hold and the risk of overselling drops.
- FBN replenishment: ASN drafts sized to your noon storage allowance, plus alerts to remove aging stock before long-term and non-saleable fees apply.
- Order ingestion for noon FBP orders into the same order hub as your other channels, routed to the right warehouse before the pickup cut-off.
- Weekly statement reconciliation: each Wednesday statement matched to orders, fees and returns, with disputes flagged inside noon's 15-day window.
Can an international brand sell on noon?
Yes, in the UAE and Saudi Arabia, as an international seller. noon Egypt only accepts Egypt-registered companies and individuals with an Egyptian Data Certificate.
For the UAE and Saudi Arabia, standard international sellers need:
- A trade license from your home country covering trading, selling or manufacturing. Service-only licenses are rejected.
- A VAT registration certificate issued in the country you sell in, whatever your turnover.
- The representative's passport, matching the license, or a power of attorney.
- A Payoneer or Lian Lian account on a signed, company-stamped letter, which noon must approve before it pays you.
The exceptions are noon's programs for sellers registered in India or China, which onboard them as non-VAT; noon says it pays the destination VAT on those sales.
Why start with the UAE?
A UAE store can reach five more countries:
- UAE to Saudi Arabia. noon enrolls eligible UAE sellers automatically, with no Saudi trade license or VAT registration. You need FBN or an active non-bulky, non-direct-delivery FBP warehouse in the UAE, and no existing KSA store. SKUs go live once your signatories sign the KSA terms and each has a 12-digit HS code and country of origin. noon says it acts as principal and remits the VAT to ZATCA.
- UAE to the GCC. VAT-registered UAE sellers with FBN or FBP DirectShip Express listings are shown to shoppers in Bahrain, Qatar, Oman and Kuwait, shipped from UAE stock.
noon says Saudi consumer law requires warranty support on applicable items, through a KSA warehouse, a KSA service center or noon's approved centers, which bill repairs back to you. Items over 25 kg or 120 cm, bulky items and anything restricted in Saudi Arabia are excluded. Buyers on both lanes get refunds, not replacements, and no 21-day guarantee.
If you qualify, one UAE VAT registration and one pool of UAE stock can serve six countries.
Should you use Fulfilled by noon (FBN) or Fulfilled by Partner (FBP)?
FBN: noon stores your stock, ships orders, handles queries and returns, and badges the listing noon Express. You book inbound stock as ASNs (advance shipment notes) in Seller Lab; every unit needs a barcode, and quality check can reject damaged, badly packed or undocumented units.
FBP: you hold the stock and pack each order. In the DirectShip model you pack in noon packaging and noon collects; on pickup mode in the UAE and Saudi Arabia, orders processed before 10 AM are collected the same day (the cut-off excludes DirectShip Express). That suits brands with stock at a UAE or Saudi 3PL.
What does noon charge sellers in 2026?
noon quotes fees before VAT and revised several rates on 10 September 2026. Main lines on the UAE FBN rate card:
| Fee | When it applies | UAE example |
|---|---|---|
| Referral fee | Each unit sold, % of sale price by category | Health nutrition: 8% up to 50 AED, 15% above |
| FBN outbound fee | Per unit, on delivery or non-delivered return | Standard parcel up to 0.25 kg: 7.2 AED, or 9.2 AED above a 25 AED sale price |
| Monthly storage | Per cubic foot per month | 1.75 AED from 1 Oct 2026 (Saudi Arabia: 2.75 SAR) |
| Long-term storage | Stock aged over 365 days | 25 AED per cubic foot |
| Non-saleable storage | Non-saleable stock held over 30 days | 12 AED per cubic foot |
| Return administration | Returns for seller-controllable reasons | Lesser of 15 AED or 20% of the referral fee |
On FBP DirectShip, a per-shipment fee replaces the outbound fee and storage is your own cost. To avoid aged-stock charges, noon says removal requests must be in by the 25th of the month, the same trap as Amazon's aged inventory surcharge.
How do currency, VAT and payouts work on noon?
Currencies are AED, SAR and EGP. noon shows shopper prices with VAT included and quotes its own fees without it.
On the UAE-to-Saudi lane you do not set SAR prices. noon's pricing engine removes any 5% UAE VAT from your UAE price, converts it through USD into SAR and adds Saudi VAT, plus any cross-border logistics fee and import duty. On the GCC lane, noon adjusts your UAE price for local VAT, import duty and a logistics fee. noon says your GCC payout matches a UAE sale: the export is zero-rated, and noon keeps an equal 5% fee, shown as "Import VAT recovery". Saudi-lane DirectShip orders earn no shipping-fee reimbursement; otherwise your UAE price carries the margin everywhere.
Statements come every Wednesday, and UAE and Saudi statements are paid on the Thursday of the following week once earnings reach 100 AED or SAR, or 1,000 if your payout account uses another currency. Disputes must be raised within 15 days.

How does Growth OS run noon alongside your other channels?
We have shipped integrations for 20+ marketplaces, noon among them. Growth OS runs on your own noon account through noon's API platform (catalog, orders, fulfillment, event notifications), with Seller Lab imports and reports for the rest:
- Catalog. One product record feeds your noon Partner SKUs, with HS codes and country of origin. AI listing agents, the kind we built for Grow8, draft Arabic content for your team to review.
- Pricing. UAE prices, which noon converts for Saudi and GCC shoppers, are built from landed cost with fees and VAT included, so each clears a contribution margin floor.
- Orders. noon orders join your other channels in one hub, and FBP orders reach the right warehouse before the pickup cut-off. See order routing.
- Inventory. Stock syncs across FBN, your 3PL and other marketplaces, and aging units are flagged before the 25th. See replenishment.
- Statements. Each statement is reconciled against orders, fees and returns within the dispute window.
The catalog layer draws on Ecom Global, built for 100M+ products across 20+ marketplaces and 13+ carriers, and Seller7, a seller OS used by 700+ sellers. We extend it with custom software where your operation differs, then hand over the custom code and your data.
Where should you start?
Before you file for UAE VAT, check whether your operation can carry another market. The paid Deep Diagnostic in our Ops Gap Diagnostic maps every operations gap plus marketplace and country opportunities, so you see which gaps noon would widen. Growth OS shows the base system.
Frequently asked questions
Can a US company sell on noon?
Yes, in the UAE and Saudi Arabia, as an international seller. noon asks for your US business registration (it calls this a trade license), a VAT registration certificate issued in the country you sell in and the representative's passport, and it pays standard international sellers through Payoneer or Lian Lian. noon Egypt only accepts Egypt-registered companies and individuals.
Do I need a UAE VAT number to sell on noon UAE?
If you register as a standard international seller, yes. noon requires a VAT certificate from the country you sell in, whatever your turnover. The exceptions are noon's cross-border programs for sellers registered in India, or in China through noon Global Shipping, which onboard them as non-VAT; noon says it collects and pays the destination VAT on those sales. UAE-registered businesses can also register as non-VAT, but the GCC lane requires UAE VAT registration.
How much does noon charge sellers?
A referral fee on each sale, set as a percentage of the sale price by category (the Saudi rate card adds a 1 SAR minimum per item), plus fulfillment costs. On FBN that means a per-unit outbound fee and monthly storage per cubic foot; on FBP DirectShip it means a per-shipment DirectShip fee. With FBP Direct Delivery, noon charges only the referral fee plus event-based fees such as return administration. noon quotes all its fees before VAT.
What is the difference between FBN and FBP on noon?
With Fulfilled by noon (FBN), noon stores your stock, ships orders, handles customer queries and returns, and badges the listing noon Express. With Fulfilled by Partner (FBP), you keep the stock and pack each order, and in the DirectShip model noon collects and delivers it.
How and when does noon pay sellers?
noon issues a statement every Wednesday and pays UAE and Saudi statements on the Thursday of the following week into your approved payout account, which for standard international sellers is Payoneer or Lian Lian. If that account's currency differs from the marketplace's, payouts are held until 1,000 AED or SAR has accumulated.
Does noon translate my listings into Arabic?
No. Each seller writes their own content. English is mandatory in the UAE and Saudi Arabia and Arabic is optional, but noon warns that English-only SKUs may not show on the Arabic version of the site.
